GED 8150: Initial Leadership Assessment

  1. Identify the area of your ICA where you identified a need to gain more exposure and growth through experiences, skill or knowledge development, or by opportunities for observation.  (Include both the competency area and the indicator/sub-competency or competencies.


Policy and Law 1. Understand and implement policy to meet local, state, and federal requirements and constitutional provisions,standards, and regulatory applications to promote student success; 2. Recognize and apply standards of care involving civil and criminal liability for negligence, harassment, and intentional torts; 3. Demonstrate an understanding of state, federal, and case law, and rules and regulations governing general education, special education, and community education.

Fiscal Management 1. Demonstrate knowledge of factors that affect school finance, including sources of revenue; expenditure classifications; generally acceptable accounting principles; and local, state, and federal finance calculations.

Human Resource Management 1. Demonstrate knowledge of diversifying, effectively recruiting, selecting, and retaining personnel;  2. Demonstrate an understanding of staff development to improve the performance of all staff members. 3. Demonstrate the ability to select and apply appropriate models for supervision and evaluation; 4. Describe and demonstrate the ability to apply the legal requirements for personnel selection, development, retention, and dismissal; 5. Demonstrate an understanding of management responsibilities to act in accordance with federal and state constitutional provisions, statutory and case law, regulatory applications toward education, local rules, procedures, and directives governing human resource management; 6. Demonstrate an understanding of labor relations and collective bargaining;7. Demonstrate an understanding of the administration of employee contracts, benefits, and financial accounts.


  1. Describe the details of an activity that can help gain exposure and growth for this competency and related sub-competencies / indicator(s) 

I’ve asked a series of educators to assist me with these areas. The following is a list of references that have agreed to take me on a journeyperson to learn more about these competencies in an informal collaboration. 

Policy and Law - Dr. Keith Brooks, Anoka-Hennepin School District (professional/friend relationship) - Dr. Brooks is an administrator that deals with policy and law in his position in equity and diversity. 

Fiscal Management - I’ve asked my building principal to let me participate in budgeting for the 2022-23 school year. 

Human Resource Management - I have to be better with people. I am currently asking for a mini internship with our (SPPS) human resources; I am also on my schools interview committee and have interviewed more than 14 teachers and other positions. 


  1. Specifically explain how 4 hours may be allotted for this activity to foster licensure competence.

I feel I will spend more than 4-hours on each of the competencies because I need to see them from several perspectives. This means documenting my reflections, and asking questions.

  1. Identify two desired Learning Outcomes for this experience.

  1. To become proficient in each area enough to have important conversations that could become a part of problem solving. I want to be the person my peers go to (top-of-mind), when they have questions. 

  2. To become a better manager of salient characteristics of leadership. 


  1. Explain which artifact might provide evidence of competency development.

A written reflection about each competency to explain what I have learned, and how it relates to the licensure requirements; a letter of recommendation from someone I worked with on this citing my effort and rigor.
